Innovative Bluetooth Harddrive Devices for non-industrial nations?

I'm looking to play with an observation of technology markets characterized by a high density of bluetooth devices, namely that when you have a ton of bluetooth cellphones available the devices themselves form a network parallel to largescale data infrastructure.

The question is, how do you facilitate the spread of content on a such a network beyond giving it to your direct connections and hoping it gets shared to your target audience?

My thought is that this could be greatly aided by a cheap (less than $20USD) bluetooth device of any kind with at least 8GB of space and the ability to connect via bluetooth to other devices. You can then fill up these devices with your desired content and release them into the wild, where they'll continue to spread the content as long as people find them useful.

This could be a cheap cellphone, a wearable (like ReVault but much cheaper), a bluetooth harddrive with built-in navigation... Each device has it's own considerations, but I'm thinking there must be something out there that could be great benefit in this regard if well considered.

Absolutely any thoughts, including comment on other categories of devices or links to specific examples would be greatly appreciated.
