Friend doesn't want a physical computer. Is there a VM service that he can log into remotely with a unique account/desktop?

Like the title states, he wants to be able to rent a "workhorse desktop" that's able to run 24/7 with remote access, preferably Windows. Does such a service exist? Thanks in advance!
