Only some apps do it right and can play video even if you use other apps on the phone. Generally, if you want to play another video app on the phone, it will start mirroring that.

As a thumb rule, if you stream from many different apps and want to use your phone while you watch video on TV, use chrome cast. If you just want to watch videos or play games without a phone, use Apple TV. Apple TV is a more power device but can be annoying at times.
