Problem in group chat where everyone has iPhones except 1 iPad user and 1 android user who are unable to receive most messages.

Mom has an iPad and brother has an android. After my brother got the android, he no longer received the family chat messages. If we made a chat for where he could receive them, my mom was not able to get them on her iPad. I tried a google search for this but nothing this specific came up. And my family already set my brothers android as a non-iPhone device under contacts. Is it possible we can all chat again or does the compatibility not exist?
