Does my ip change if I got a new router and is there a good vpn that can give me a different ip but keep it the same?

I'm banned from the minecraft server hypixel because when I was a kid like 5 years ago I advertised my youtube and got perma banned for it. Now I really want to play again so I'm thinking of buying a new minecraft account and playing but first of all will they detect my ip? I got a new router 3 years ago so does my internal ip change so can they not see that the other account was banned and ip ban me because of it? Also if I do get IP banned what is a vpn that would work because if your ip changes hypixel thinks you got hacked and perma bans you until you contact them.
