How does Remote Neural Monitoring communicate information?

It seems that even with 97% EMF blocking material RNM is unperturbed. The only way to wirelessly communicate through EMF blockers is sound or neutrino beams. And sound couldn't transfer information unnoticed and neutrino beams can only transfer at a rate of 1b/s.

How is this possible?
