Spying on someones cell phone? Also can security cameras be compromised?

I was talking with a friend about his security cameras at his house. He has 4 wired cameras and 3 wireless cameras all connected to the same box. I asked if he was concerned about someone breaking into his system and monitoring him. He said the wireless cameras were only outside looking at his yard.

So first question: Is there a way to get aceess to the inside hard wired cameras through the wireless cameras?

We started discussing it and he said that he thinks there probably is a way but neither of us are tech savy enough to know for sure. He then goes on to tell me about a free app another friend told him about that could break into someones cell phone and turn on the camera and mic to see and hear everything going on around the target phone. He told me as the two of them were sitting next to each other his friend punched in his number to prove it was real and sure enough it turned on his phones camera and mic. He then downloaded the app to his own phone and punched in his exes number (kinda creepy but he is a decent guy for the most part) and was able to monitor her.

Second question: Is there technology out there that would allow one phone to monitor another phone without the consent or knowledge of the target phone?

Question 3: What would be the legal asspects of having or using this tech for any purpose?
