High RAM usage

my pc has decided to start using a abnormally high amount of RAM. I had 16 gigs of ddr4 (i put 8 more gigs in to make this problem less of a problem when gaming) and i could restart my pc (full shut down and turn back on) and i would normally sit around 25% total usage or lower but for some reason it has gone up to 30%+ with nothing open if i open discord it never goes over 350mb of RAM and steam never goes over 400mb of RAM. now at this point ive put 8 more gigs of ddr4 and my pc STILL with a restart will sit no higher than 25% total but after a while it will clime up to 30%+. ive looked at resource manager and there is nothing using a large amount even if i start closing programs it will stay at 30%+ and with everything on task manager this makes no since it all just doesnt add up to what its doing. ive finally had enough of this and decided to ask on here to see if anyone els might have fixed this or any ideas that may fix this
