Could the government ever reel back or alter the way we use technology for the sake of bettering society?

There are many pros and cons to the current state of our technology and the ways in which it connects us. From the Internet, to social media, to smart phones, there is no doubt we are becoming evermore connected. My concern is that many of these technologies are too infantile to fully grasp the implications on society long-term. Particularly mental health, social well-being, and a sense of community are being affected by our current tech. If the government deemed that the long-term negative effects of such connectivity were largely negative, could something be done about this? Maybe there is a way to highlight the pros and limit the cons. I have some optimism that things will get better, we just have to figure it out. What are your thoughts?
