What makes a firm a 'tech firm'? Why is Tesla considered a tech firm but GM isn't for example?

When people say they work in tech they're usually referring to Google, FB or smaller startups. Obviously firms whose product is mainly software are considered to be 'tech' but so, I assume, is Tesla. GM or BMW on the other hand aren't usually considered to be tech firms although they might invest as much in software these days.

So, what really defines a tech firm?
