Pc problem

So I have pretty decent pc.
Intel LGA1151 Core i7-7700K OEM
Kingston Value DDR4 2400Mhz 8GB
Kingston Value DDR4 2400Mhz 8GB
Samsung PM961 SSD 256GB PCIe KPC
Seagate Barracuda 1TB SATA3.0
EVGA GeForce GTX1070 8GB SC Black Edit.
ASUS LGA1151 ROG STRIX Z270H GAMING
Cooler Master Hyper TX3i CPU Kjøler
Corsair CX750M, 750W PSU
Corsair Carbide Clear 400C Midi Black
And i downloaded something and my google chrome start page was some ad search engine and I couldnt change it( or maybe was to lazy and decided that i need refresh my windows)
So I went into windows recovery and started all that. First chosen reset with keep my files. And noticed pc is slow after completion. So i decided to do install without keeping my files. Pc still crap

How i notice that pc slow. Games doesnt get as much fps as it was before. And starts lagging.
I.E. Pubg gets 60-80 fps sometimes its +100, before reset it was like +100 always
League barely gets 144 fps. I know its on ultra settings but before reset it was like +200.
And before reset I had option in nividia control panel that i can choose global settings my GPU now i cant choose.

I dont have this option anymore.

Im thinking what to do buy new GPU or is it another option to make my games better since 1070 isnt to bad i think
