Streams don't buffer allowing playback without connection as previously.

Across different devices and apps, buffering doesn't help with less than excellent connections for the last 6 months to a year. I used to be able to lose connection and continue watching up until buffered point. I used to be able to 'rewind' and rewatch buffered content. However, now buffer doesn't seem to work as before and I experience delays.

I am experiencing this with ios, chromebook, macbook, with youtube, netflix, and podcast apps. Anyone else have this experience? Any idea how to fix this issue?
