Is there a Apple Handoff like app/setting for devices outside Apple Ecosystem?

I was able to create Apple Handoff like app for devices outside Apple ecosystem, but was not sure if someone else has done it before.

Thought that we've only touched the tip of the iceberg with getting data files stored and synced across devices. I feel the real productivity around our devices can be attained by taking the entire digital space (apps, data files, settings) across devices.

This enables you to continue doing your tasks irrespective of the device you are on. For instance, on your Android smartphone, while looking up restaurants on Yelp and listening to Pandora, you should be able to continue comparing restaurants on Yelp and listening to the same song on Pandora on your Windows 10 PC.
