Why have COVID-tracing apps taken so long?

Scotland recently released their COVID tracing app, based on the Northern Irish one released at the end of July. They were both released by the same company, sound as if they essentially make use of the same codebase with some differing branding, and both rely on the Apple-Google Exposure Notification system to handle the trickiest stuff. England + Wales are still to publish their app. Why on earth are they taking so long to release, especially considering Google published a sample Android app on Github 4 months ago?

Additionally, what’s the point in these apps at all? Apple and Google now say it’s possible for users to opt into their tracking system without a public health authority app (so long as the authority opts in), so do these apps actually offer any benefits, or have they just decided it looks better with some NHS branding slapped onto it?
